Versachem Plastic Welder is a strong structural adhesive formulated for bonding dissimilar materials and unprepared metals. Minimal surface preparation required. Only mix the amount of product that can be used within the handling time, and always mix equal portions of the adhesive and activator thoroughly together in order for this product to cure properly. Once cured, the bond is resistant to weathering, humidity and wide temperature variations. Does not bond to Polyethylene or Polypropylene Plastics. Not recommended for use on copper or brass. Bonds hard plastics, metal, concrete, glass, ceramic, china, acrylic, ABS, vinyl, OVD fiberglass, wood, styrene, and Corian with a tensile strength of 3500 PSI. Cream color, non-sagging, waterproof formula. Temperature Range: -40°F to 200°F. Do not freeze; store between 55°F and 75°F.

Anyway - my hope is that this will work as well in the winter months as it is currently working in the summer.
Just be aware that a bit of mixing will be needed - this is an epoxy but the twin tubes do not mix - they just dispense. A couple of swirls will do the trick.
Also - be sure to rough up the surfaces a little as you would any glueing project.
One caution ... it does get less useable when it gets older, even if unopened. Therefore a date code on the package would be appreciated.
I just had to try it to see if it would work. It didn't! I wouldn't buy this unless you know what kind of plastic you have and can find out what plastic it is intended to mend. I no longer have the label so I can't post that information here. FYI, this is not a Plastic welding system. It is simple a two part epoxy.
