Ridgway’s casebook will help the law student as well as the practitioner

Laws and regulations relating to veterans have existed since the American Revolution, but for a variety of reasons, any concerted practical or academic attempt at corralling the specifics and implications thereof in theory or practice has been a long time coming. Except for a few folks who worked for U.S. Departments of Defense or Veterans Affairs (like myself, who practiced at DVA from 1969-2011), few attorneys knew very much about (and even fewer had daily association with) the huge mass of veterans law, all of which was administered outside the U.S. judiciary. It was not until the late 1980’s that the institution of a federal court (now the Court of Appeals for Veterans Claims) to consider veteran’s claims changed all that. Absent veteran’s law practitioners, veteran’s law was not taught or even mentioned in law schools (except perhaps for a moment or two in an Administrative Law course). Even with the advent of a body of Court cases, the in-depth teaching of the specialty in law schools has been slowly embraced. Concomitantly, the available learning tools have been slim to none, until now. Ridgway’s casebook is a fine example of a text for the law student, and is extremely well (and cogently) organized, well written, comprehensive and fine-tuned. But the real underlying value of the work may rest on Ridgeway’s inclusion of a detailed history of the subject and a more coherent analysis of how the current law developed than may be reflected in most ordinary casebooks. Accordingly, while the book is a perfect veteran’s law text (which is presumably how Ridgway uses it in his own classes), it can collaterally supply even the most tenuous veterans law practitioner with sufficient sound data to prepare for representational arguments and should be found on each of their library shelves in easy reach. This book will aid the reader in a complete understanding of veterans law. It will not make it easier to manage though. That is a different ballgame.
