Edit: I do want to correct the 2 star rating from the person who has an amd chip it has to clamp on to it it’s not a screw I cooler this brackets are for intel it has two ends on it that you have to bend and hook on each end to the bracket

To test this cooler's effectiveness, I mounted it up to my Intel 10400F open test rig (it's an entry-level cooler, so I figured I should test it using realistic parameters) at an ambient temperature of 24°C using default power options in the motherboard and in Windows 10. The CPU idled at 30°C (6° over ambient), which wasn't surprising or impressive, as that chip clocks down during idle. What was very surprising is that after a thirty minute stress test using Cinebench R23, the CPU stabilized at only 68°C (44° over ambient) with the fan running full throttle - same test with the Intel stock cooler had the CPU peaking at 85°C (61° over ambient).
The noise factor was quite acceptable for an air cooler at this price point. It's marginally quieter than the stock Intel cooler even at full-bore, although there is a very mild but noticeable hum when running even at the lowest speeds - you're going to get this with pretty much any sub-90mm CPU fan though in my experience.
All in all, I'd highly recommend this for any non-K Intel i3/i5 CPU. Obviously if you have the resources for a faster chip, you'd have resources for a more robust cooling solution, but this isn't looking to fill that role. This is a cooler for entry-level gaming systems, and a very good one at that. Will definitely buy again.
The fan is not PWM. If you read the description carefully, you knew that already, but it means this is far from the quietest cooler you can buy. Ventoo has a cooler for Intel (only) that's a mere $2 more at time of writing that's fairly similar to this one (if a little less UFO-looking, and it does have PWM. If you can use PWM and you're rocking a more modest Intel chip, get that one because it'll be quieter.
The RGB is a standard issue rotating rainbow puke effect. You can't change it or control it in any way.
Given those … this is a low-end cooler, and it works for low-end cooling. You can put it on an AMD CPU using the AMD brackets that were mounted to your AMD motherboard when it was AMD new. I dunno if this cooler was designed to fit those or if it just happens to—it was designed for earlier Intel sockets and just happens to fit later ones. It's superior to the low-end aluminum-only heatsinks that come with some Intel chips but most of those now have some copper. This will perform like those, except be a little louder (audibly and visually.)
Installation was a little fiddly. I found the best way to do it was to drop the clear pegs in the central holes to help align the bracket (careful you don't lose these!) then push them down with a screwdriver into the holes in the PCB as far as they'd go. One didn't want to snap into place completely. Then you stick the black pins into the clear pegs to expand them at the bottom to anchor the frame to the board. If you've ever done one of these things, it's not hard at all, it's just a little fiddly. Tug on the frame at this point near the corners a bit. Not hard, mind you, just … make sure it's locked into place—this is how I found the one peg wasn't in properly.
Then you apply your goop (I skipped the included stuff and used some Arctic MX-4 because I've got it), hook the spring clip on one side of the frame and then carefully wiggle the thing into place. I can guarantee I've got a thermal paste mess under this thing whenever I remove it because of the finagling everything into place. The fan overhangs the base a fair bit. This wasn't hard either, but if there was a "hardest part", this was it. (No, "hard" was back in the socket A days when we were putting these things on bare CPU dies and trying to lock them down with a screwdriver… This is way easier to install than those were, and a lot less delicate.)
On the whole, this cooler was designed to be fairly universal for low- to midrange Intel LGA CPUs. It works on much more recent stuff. It's not a miracle cooler, but it might be just what you need for a decent enough price. But if you need more than what this thing provides, you should keep looking.
My advice to Ventoo, if they're not just clearing out old stock at this point, is to swap the fan in this thing for PWM.

Put the hooks on first cpu fan and circle thing, then put the pins through the little 4 holes correctly by adjusting it (that’ll go perfectly with your Mother Board), put the thermal paste on the cpu, and finally make sure to line up the pins and gently push through when they click through the mother board.
I hope it makes sense for the ones who are struggling to set this cpu cool up.

The rgb is not adjustable but that's ok for the price.
cooling, the most important part, I should have gone for a vetroo v5 since my cpu is 95w tdp and currently running a light overclock, 44x101 at 1.3v and 16 gigs of ddr3 1600. During benchmarks my cpu was in the 90's with the stock cooler almost the entire time (without the overclock) and cooling down between stress periods took a while, with this cooler i reached a peak of 92 degrees at a certain point, but this time with the overclock and the cooldown is much faster. I feel like the peak temperatures would be lower with the v5 due to the heatpipes, but i don't like bulky coolers, hence my choice. All in all very satisfied, especially considering the price.

I found the fan noisy. Compared to most other coolers.
Everything is cheap, but it does the job. For 19$ it is acceptable value

Fits right on stock AM4 socket clips. I use Asus Prime A320M-K motherboard. There is a video on Youtube about a Thermaltake UX100 installation. The installation is the exact same for any of these types of coolers. Looks good once it's on, keeps my cpu cool, for 15-20$ CAD I'd say it does the job. Thumbs up.
