The WORX WG518 is 3 tools in 1: A 2-speed blower with a blowing speed of up to 250 mph; an easy vacuum setup with up to 400cfm; and a mulcher with a 16 to 1 leaf mulch ratio. The included mulching bag holds 1 bushel of mulched leaves. Easily attach the tube and bag to be on your way with single-handed or two-handed operation for blowing or vacuuming with no gas or smelly fumes. The dual speed adjustments allows for more control when needed. With 385 cfm air volume and up to 250 mph air speed, the WG518 is practical for clearing patios, decks, driveways, sidewalks, steps, parking areas and small yards. This 12.0 Amp blower vac is also compatible with the WORX leaf collection system hose attachment (WG4054.1).

When sweeping the Worx from side to side, it clearly lacks some balance when using one hand -- it will swing a little too far in one direction and is slightly wobbly and unstable. This is easily rectified by holding the handle on the Worx with the other hand, but Toro does not have this issue. The Toro is very stable and can be easily operated with one hand. Also, the Toro also has variable speed control, whereas the Worx has just two settings (half and full speed).
EFFECTIVENESS (blowing): Worx
Both blow at roughly the same air volume (390 on the Toro vs 400 cfm on the Worx), but in practice I found that the Worx has more concentrated power. I couldn't tell you why exactly (perhaps the Toro's performance degraded since I bought it?), but it is easy for me to compare the Toro and the Worx side by side and the Worx clearly does a better job when getting things out of tough spots -- such as leaves out of a fern, or plant material deep in rock mulch. It is extremely effective.
Both are loud. However, the Toro has a lower toned sound, whereas the Worx is higher pitched and, to my estimation, higher dB. The Worx is best used with ear covering, else (for me) my ears will ring slightly afterwards. I've never had that issue with the Toro.
My Toro's variable speed knob gradually stopped working over time to the point where the blower would randomly turn off (because the knob would inadvertently move slightly) and I lost control of the variable speed functionality. I owned the Toro only two years and never dropped or mishandled it, so this was disappointing. That is what prompted me to buy the Worx. I haven't owned the Worx long enough to see how durable it is, but if it performs as well as other Worx products I own, I suspect it will do well.
If priced the same, I would lean toward the Worx. Since the Worx is significantly cheaper, there is no question that the Worx provides a better bang for the buck.
Overall, Worx is the winner here.
This blower/vac will also suck up leaves AND small twigs, grinding them up with ease.
My old gas powered blower/vac would get jammed on twigs, small or otherwise!
I will be purchasing more tools from WORX, you can bet on it!
