I bought this hoping to use it as a reference to find some answers as to why our local sewer district was run into near-bankruptcy by a previous administrator. It gives a good general overview of "best management" policies and is good for providing a basis from which to proceed further. However, it is not a problem-solvers handbook except in the most general ways. While not overly heavy on technical engineering, it does rely on a lot of field-specific terms and acronyms and will take a bit of work for those not versed in the wastewater management field to work through.

This is not a study guide. It is a reference book to use over and over again. I used it to figure out what I did wrong on my practice exams.
It explains why 42 is the answer....not that the answer is 42. And you should memorize that...
