Every day across America, consumers face issues with credit cards, mortgages, car loans, and student loans. In the aftermath of the 2008 Financial Crisis, a new consumer agency emerged from the ashes: the Consumer Financial Protection Bureau (CFPB). The financial devastation at the time had proven the efficient-market hypothesis false – that the self-policing of financial systems was no longer viable. In Watchdog, former Ohio attorney general and former CFPB Executive Director Richard Cordray provides an insiders account into how the CFPB came to be and how it would develop into a “major force for fairness in the [consumer] marketplace." Watchdog reveals how Cordray and his team built the CFPB, what the Bureau has accomplished, and why its work will continue to be important in the 21st century. Arriving at no better time, Cordray makes the cogent argument for the nascent federal agency’s existence.

Watchdog is a well-researched, well-written book that pulls back the curtain of a 21st-century, dynamic federal agency. Cordray does an excellent job explaining the modern problems facing consumers, as well as detailing his priorities when launching the CFPB (1, consumer complaint collection, 2 enforcement and supervisory practices, 3 economics and market research, 4 public education). As with every great book, I found myself having more questions after finishing this book! I recommend to anyone with a curiosity for federal agencies, regulations, and public goods.

Richard Cordray is that rare creature in politics - someone committed and capable of helping ordinary citizens. He and Elizabeth Warren had the capabilities to create and get the Consumer Protection Bureau off to a remarkable number of wins for consumers. From credit card fraud to mortgage fine print there seem to be endless ways that lawyers for big banks can prey upon consumers. Richard Cordray was quietly and effectively fighting for consumers until the Trump administration arrived and tore it all apart.

A great insider’s look at what it took to start a new federal bureau against great opposition. Cordray does a nice job of detailing all of the political forces that were at work in the formation and creation of the new CFPB.
