Jackson Oz, a renowned Human-Animal Conflict expert, has moved his wife and son to a 3-room Arctic hut because there is fewer animals to worry about in the Artic Circle than back home in the United States. Soon, however, Oz gets word from President Hardinson that the next phase of combating HAC won’t be by the military. She promises there won’t be more bombing raids and bans on electricity. This time Undersecretary for Science and Energy, Dr. Evan Freitas will be leading a team of scientists to deal with HAC scientifically, not militarily with the Department of Energy overseeing the response. There is also a rumor that bands of feral humans, so Dr. Freitas has invited Oz to return to the United States and join the team.
