No. It does not.
I tried with my Dolby Vision TV (2017 Sony 930E), the "Dolby Vision" text pop out, but Audio remains 5.1
Long story short, the device itself has the ability to decode Atmos, but Netflix decided not feed Atmos audio stream to the device.

The reason I can only guess is that Netflix probably asks for some license fee to feed atmos audio from Amazon, and amazon didn't pay.
Here is the link on Netflix website about supported devices:

As of 10/2020 it does not. If you have Netflix, currently only AppleTV supports Atmos. Fire Stick 4K supports Atmos for Prime videos as well as Disney+
Fire TV Stick 4k doesn not support Dolby Atmos on Netflix. I tried installing my 2nd gen FireTV Cube and Dolby Atmos DOES work but does not with FireTV Stick 4k.
I have been using my Xbox One for Atmos on Netflix and Prime for two years. I installed the Firestick 4K yesterday and have no Atmos. I switch back to my Xbox One and I do have Atmos. Side by side comparison......Firestick 4K NO ATMOS, Xbox One ATMOS from Netflix, Prime and any other programming that offers it. I am sending my Firestick 4K back.
As of today, 7/18/2020 - it does NOT! For some reason Netflix ATMOS only works on very few devices - and they do not even have a list of compatible devices! It does ATMOS via Amazon Prime. Still no VUDU for the Firestick - and they have a lot of ATMOS movies.
I haven't personally tried it, but I doubt it would. It doesn't even support Dolby Atmos on Amazon Prime video properly. You need to have a 4K screen to get that. If you have a 1080p projector like me, even if you have a proper Atmos setup with a compatible AV receiver, it would only support Dolby Digital+.
You will have to ask Netflix if they are streaming in Dolby Atmos. The Fire TV 4K stick will decode it from any Atmos source. Some streaming services are not investing in that codec like Amazon is. Netflix wrote the app that Amazon is hosting. Here are the details on all the specs on the new fire TV 4K stick...
