The secondary plugs supply power when the master is turned on in the same way as if you plugged them into the wall. With most newer devices, that means that they will have power, but won't automatically turn on.

Yes, there are two "black" outlets "always on" for this purpose alone. The master "green" outlet is the one that controls the rest of them.

you plug your tv into the control outlet ,everything that need power all the time you plug into constant hot outlet,when you cut your tv off everything you have plug into automatically switch outlet will cut off when the tv is turn off,your tv is the off switch

There are two outlets that stay on, so your Dvr or any other device you would want on all the time to stay on. The other outlets will cut the power off.
