Any camera can do the recording. The DVD question is only dependent on the computer you use to transfer the video file to disc, as long as you have the software you're good to go.

You will need a USB charger that works in 220V since this camera has a built in male USB plug that swings out from the side of the camera.(I would suggest an USB extension cable for that kind of setup) or you can plug it in directly to your laptop and charge it that way too.

I have never had a reason to try to record when charging. Short answer is "I don't know". I could be wrong, but I don't think it will. But then again I have had no reason to try it.
