Yes, if you wish to play with someone far away from where you are, you both need cartridges...you can play on wireless though, without cartidges. Although the person without the cartridge will be a Shy Guy.

There's a robust online multiplayer system, the system is always downloading different ghosts, you can race against opponents via street pass, and there's download play. However, single player is definitely not as fun. There's no 1 player vs mode, which means if you want to play by yourself you have to pick a grand prix. No choosing what track you want to race from the get-go. Also, MKDS had a single player mission mode which has also been omitted from MK7.
