Nope, you can't set the time, you simply choose one of the preset times by turning the cube so that that time is facing up. The greatest thing about this product is its simplicity. The worst thing about it is its simplicity.

It uses 2 AAA batteries. They last a really long time in it though. I've been using mine for months on the same batteries I put in it when I first got it (fresh Duracell alkalines). It is not sealed around the timer portion. I use it on the counter for my daughter to know its time to get out of the shower. I love it.

No, it doesn't have a way to completely mute the noise but believe there is a volume to make it quieter. Also the cube does blink faster to show how close you are getting tithe end of the time.
