I think it's more about the software you use than the quality of the digitizer. I've had no issues with this device. It has allowed me to draw the most detailed things I would draw on paper. Very happy with the quality this far.

The Draw doesn't support touch/gesture control. The Comic and Art and Photo are identical units but come with different software packages. Art comes with Corel Painter Essentials 5, Comic comes with Clip Studio Paint Pro and Anime Studio 10, and Photo comes with Paintshop Pro X8 and Aftershot Pro 2.

ive only ever used WACOM's with Photoshop in my 20 years of experience. Im sure there are cheaper alternatives but personally I would only trust WACOM's

Yes, It works with both Photoshop and illustrator. If you are on a Mac, the drivers are not compatible with El Capitan. Do not install the drivers. However the pen works fine in Photoshop and illustrator but with limited functions.
