The ad say carbon steel. Carbon steel is compatible with induction cooktops. If the seller says it doesn't work with induction then it's not carbon steel.
Yes, the handle stays cool. I use it regularly to make egg whites in the morning but, be aware that sides of pan are pretty short..about 7/8s of an inch.
