I do not know about Television standards in Turkey. You might look on the web for information about TV standards such as Pixels height and width as well as scan frequency. This, I assume, works only on USA standards. USA uses 1080 tall by 1920 wide as well as twice those numbers at either 30 or 60 frames per second.

The Roku Express has no recording capability. But you can certainly connect the other end of the HDMI cable to a recording device. The Roku won't care.
