Yes. You plug it into a standard outlet to charge. I have not charged it yet so I don't know how long it takes. I used it once and it still has about a 90% charge.

Can't swear to it, but I think so. Mine stays hooked up to my RV 24/7/365 to ensure I have a charged battery when needed.
