When held vertical, and fully extended the handle is 1.07m (~42 inches) from the ground.

I have never flown Spirit Airlines, so I don't know what their size limits are for a personal item. I will say that I used this bag as a carry on last spring when we flew from Charlotte to Philadelphia to Athens. The plane from Charlotte to Philadelphia was a smaller regional jet and the one to Athens was the typical large plane used for international flights. (I'm afraid I don't have the planes' make and model; however, we flew USAirways, if that helps.)
I had no trouble at all storing the bag in the overhead compartments on both flights. I do remember thinking on the international flight I could have easily carried on a much larger bag.

I have the bag. From the base of the wheels to the top of the bag is 22" and the width is 14". The height depends on how much you stuff in and whether you use the expansion zipper.

"Packability" is a better way to quantify/ qualify this piece of luggage. Although dimensions are similar to most larger end "carry-on", I have packed astounding amounts of clothing in my eagle creek bag. Enough for 2-3 weeks of travel. I've used similar styles of Eagle creek bags for over 20 years.

not really. I have an older Eagle Creek bag that actually has an expandable layer, this one does not. But it IS a great bag - well balanced, great handles, and sturdy build.

I've flow with it carry-on on a regional airline and had no problem. Since it doesn't have hard sides all the way up it squeezes down well. I doubt it will get a second look for carrying on. If you can't carry on with this, you can't carry on with any bag bigger than a purse.

The handle, fully extended, is 22 and 3/4 inches. When the handle is extended, measuring the whole suitcase,, from the floor up to the top of the handle, it is 42 inches

Answer:
Yes most bags with telescoping handles have the channels on the bottom of the bag. I usually pack socks and cotton undergarments in this area to make the bottom flat. Then put pressed shirts and slacks down. Also EC makes packing bags that fit in their luggage for neat packing/organization. It's a great carry on.

Not sure about Delta but it has fit on the smallest American Airlines plane. 😊
