I assume so. I used it in England. Not Scotland. The product states that it works in the United Kingdom which includes Scotland.

The answer lies with your cpap, not the outlet. This is not a power converter so you need to make sure whatever you plug in can accept the 220v.

Depends on what your appliances are 110 or 220 v, Ireland is 220 so if you are from the US, you will need a transformer,

These have no impact on charging speed as they only convert your plug to an acceptable European outlet. the power is a straight thru thing. Yes, it work in Malta, we checked Malta is using Type G plug.
But please make sure the device your charge is 110-240V wide voltage , if only 110V it can not work, please dont use with 110V only device.
