Depends on the quality of video that u want the newer games are only going to need more resources right now prices are fairly close to MRSP so u could upgrade now or save up for the next gen GPU

This from their website “With headquarters in Brea, CA, EVGA's global coverage includes EVGA GmbH in Munich, EVGA LATAM in Miami, and EVGA Hong Kong.” So I would assume that the GPUs are assembled in china

A 650W PSU may be enough for a 3070Ti card as suggested by TechPowerUp in their reviews of multiple 3070Ti cards.

A 3070Ti can draw upwards of 300W+. So, as long as you have a decent 650W PSU you should be good.
