Update#2 01/13/20: I purchased a used snap-on version of this tool that looked exactly like this one. Worked perfect on 2 of my columns and my neighbor borrowed it. Not sure what the difference is. Maybe the grade of bolt used? Anyway the Lisle brand unfortunately didnt work for me. Maybe others will have better luck.
Update: My luck. Didnt work. I soaked the tilt pivot pins with heavy duty penetrating oil overnight and again today. Both bolts on the tool were broken 1st try. I made sure the outer piece of the tool was not touching the pivot pins. The outer piece is solid but the bolts look like thin cheap metal. Dont waste your time. Already returned the item.
Company is in USA. Cant confirm that the item is made here. Some of these tools are over $40. If this one works for its price I will be happy. Anyway so far it looks to be of good quality. I will be using this on a 1982 CJ7 tilt steering column. General motors made saginaw columns to fit many different brands of vehicles. Most of the columns are pretty much the same. Late 70s to 80s. Ill post an update later on how well the tool worked.
