The word from PAX is that this will be a Steamworks title (which is highly credible given that both the developer, Firaxis, and publisher, 2k, have been going Steamworks lately.) As of today (9/6) it has not actually been confirmed yet on a store page, on Steam or on the dev/publisher website.
