Although I primarily use the popular CHIRP software, I discovered that this cable also works well with the factory supplied programming software from TYT and Baofeng. If you have a Welink M5, Google for the SainSonic RST-599 programming software as the waterproof Welink M5 handheld is actually based on the RST-599.
The programming cable is well built and the USB-to-serial electronics are nicely encapsulated into the head. Note that you must ensure that the dual pronged jacks snap into your handheld's mic and earphone sockets snugly for this cable to work with your programming software. If CHIRP fails to communicate with your radio, always check whether the pins snap into your radio tightly.
If you're a Windows user, this cable seems to select COM3 or COM4 as the default communications port. Windows 10 users should take special note: you'll require the older Windows Vista Prolific driver ver 3.2.0.0. for this cable to work properly. If Windows 10 automatically updates to its latest driver, you'll have to roll back to the version 3.2.0.0 via Device Manager (look under the Ports (COM & LPT) category).
In a nutshell, I am very pleased with this product. There are other programming cables for amateur radio equipment out there but this one works not only for Baofeng radios, but with any brand and model that the CHIRP software (actually it's donation-ware) supports.

My summarized instructions for Windows 7 users -
* This cable does not use the newest prolific driver set, this is what windows will go and fetch.
* Go get the older 3.2.0.0 driver, available from Miklor, here - http://www.miklor.com/COM/software/Win_Driver_Prolific_3.2.0.0.exe
* Install the driver
* Plug the cable in to the computer (radio not attached)
* If windows installs a driver or fails, so be it, let it finish, this doesn't matter.
* Open device manager look under Ports (COM & LPT) for either "Prolific..." or "USB serial..." this may have a warning triangle.
* Right click on it and select "Update Driver" > "Browse my computer..." > "Let me pick..."
* The next screen should show you the 3.2.0.0 driver you have already installed / added to the Windows driver repository
* When this finished you should now have "Prolific USB-to-Serial Comm Port (...)"
* Right click on this > properties > driver tab
* Verify that the 3.2.0.0 driver is installed.
You're now all set, get some software like Chirp and program your radio. - http://trac.chirp.danplanet.com/chirp_daily/LATEST/
To connect the radio to your computer, do it in the following order.
* Power on the radio, put it on a freq with no transmissons happening, power it off
* Plug the cable in computer
* Plug the cable in powered off radio (make sure it's in all the way)
* Power on the radio
