It's TV14, so I wasn't expecting to see nipples. (I'm not complaining, though).
Fuuka is well drawn, as are the rest of the ladies, and I think even the gentlemen. I'm quite taken with the art.
The story might be even better than the art, if you're into Japanese Idol Singers. It's tough to call which one is better, though.
I'm not sure why the spa scenes are there, or what purpose they fill. It doesn't appear that they are meant to be sexy. They tend to be less detailed than normal scenes (but not always). The underwear shots of Yuu's sisters are pretty sexy though. Those scenes usually avoid full nudity. You can tell his sister has no shirt or bra on in one scene, but you don't see the boobs. They were left out of the shot.
So it must serve some purpose to see the occasional, brief, nipple here and there, but I don't think that purpose is fan service. (I can't rule it out, though.)
It's disturbing because once you start getting attached to the characters you don't want to see that stuff. But I still do not object!
Maybe just the tastefulness and briefness of the nude shots is what kept it inside TV14? I don't know for sure.
