One of the most common criticisms of current U.S. security policy is that it lacks an overarching strategy, leading to a tendency to address problems and crises individually and in isolation as they arise. This study provides a broad description of the contemporary global security environment and an examination of U.S. security policy since the end of the Cold War. Traditional threats, such as those associated with major theater war, now coexist with newer nontraditional threats. The authors maintain that a sound strategy must support the ability of a country to hedge and adapt to a highly volatile security landscape. That, in turn, is accomplished through an executive level organizational mechanism to authoritatively integrate and execute a cogent national policy.
Understanding the key concepts of strategy and strategy formation is essential in order to place specific challenges―such as global instability and state failure―in an appropriate strategic context. The contributors outline the conceptual guidance for a relevant strategy to deal with the myriad political, economic, informational, and deterrence threats and challenges generated in today's unstable, chaotic, violent, and ambiguous global security environment. Their conclusions are unequivocal. The United States must come to grips with the fundamentally transformed nature of security challenges and opportunities of the 21st century. To do so requires a significant change in how the country develops its security strategy and how the country is organized to plan and implement that strategy.

- Reviewed in the United States on January 23, 2010This book is compilation of disparate contributors, but is remarkably well focused on formulating a realistic Grand Strategy to guide U.S. policy in the 21st Century. The contributions to this work are uniformly well done, but the book's editor, Max Manwaring deserves a good deal of credit for the manner that the book is organized.
This book begins with a discussion of the threat environment of 21st Century that contributor Richard Millet sees as a multi-level complex set of often interrelated threats running from violent physical confrontations to humanitarian disasters all of which impact on U.S. National Security. Robert Dorff then provides an appraisal of the current U.S. national Security Strategy and the policies it supports.
The most original and, for this reader, most interesting section has to do with the formulation of a U.S. Grand Strategy as effected by the phenomenon of globalization, its related economic interdependence and subsequent commercial restructuring, and the expanding role of information as a driver of globalization and increasing multi-national interdependence. In this section there is a truly original discussion of national governance and the issues of legitimate government versus failed states. And of course there is a detailed and well thought discussion of the issue of proliferation of Weapons of Mass Destruction (WMD) both as a destabilizing factor and as a challenge to the formulation of a grand strategy.
The conclusion of the book is focused on a rather too broad discussion a proper Grand Strategy for the U.S. that would deal with what the book established as a 21st Century threat environment.
The book is well organized with each section leading smoothly into the next and makes a good case multi-disciplinary, multi-level strategic planning. An excellent companion to this book would the forthcoming book by Robert D. Steele, "Intelligence for Earth" which provides some important insights on the intelligence processes and purposes in a 21st Century Global Environment. Steele like Manwaring believes in a holistic, but carefully thought out solutions for U.S. National Security challenges.
