While writing The War Conspiracy (1972) Scott discovered key shifts in US foreign policy immediately after the JFK assassination. In Ramparts 11/1973 his article "From Dallas to Watergate: The Longest Cover-Up" he explained his belief that the assassination was linked to Nixon and Vietnam. He pieced together a good picture of NSAM 273 (long before it was declassified) from the parts of it quoted in the Pentagon Papers. The CIA prepared a list of American defectors in November 1960 which was sent to the White House: "In that list of fourteen names, the life history of one defector, 'Lee Henry Oswald,' had been so altered (even in a secret memo) as to make him untraceable."
