In recent years, we've witnessed the emergence of a cottage industry of books on government programs, regulations, grant sources, and contacts. Frequently, these are volumes that reprint material from existing government publications (which are in public domain and not subject to copyright) and are nothing more than commercially reprinted government publications. This book is not one of that number. Fishnet's report is an excellent primer on government procurement practices which condenses voluminous material into one tidy book and gives you the essentials of an extremely convoluted system in a highly readable and easily understandable manner. The author is obviously a thoroughly knowledgeable practitioner in his field. He avoids memo, regulation, or flow-chart reprinting and offers original analysis when he proclaims what's wrong with the system and how the trend may be reversed. Fishner doesn't require that you accept his ideas. You can learn about the field and still disagree with his perceptions, which, in the last analysis, is the test of a well-made position paper. A note on the books's back cover, above the author's picture says, "Must Reading For Every American Taxpayer." That may not be totally accurate. Fishner's expertise is in illuminating an existing procurement system. This is not a text on whistleblowing, bribes, or kickbacks. This does not tell us how General Dynamics was briefly censured because (to quote the General Dynamics CEO) "of a history of collaborative noncompliance" in dealings between that multinational corporation and the Pentagon. The author accurately states the case that small business entitites are the losers in the government procurement sweepstakes, but this is an undeveloped thesis that, perhaps, should not appear in this volume. (Such a proposal would be suitable in a socialpolicy text that includes discussions of the value of government contracts as community development instruments and a comprehensive assessment of small business and minority setaside programs and government venture capital resources. Nonetheless, Fishner's volume is extremely valuable and should be included the professional's personal library. It is a must for reference and business collections. -- From Independent Publisher
