Experienced China-watcher Terrill (Mao: A Biography) has viewed with a skeptical eye China's emergence as a major player in the international community. In this rather one-sided view of China's future, he implores the West not to pursue a policy of na‹ve engagement with the People's Republic, citing what he considers to be the dangerous state-centered legacy of the nation's dynastic past. Of principal concern to Terrill is China's continued territorial control over the culturally alien border regions of Tibet, Xinjiang and Inner Mongolia. This imperial expansionism is driven in part by what Terrill identifies as an arrogant sense of entitlement in the minds of China's leaders, coupled with a military capability that he overstates to buttress his provocative conclusion: that China is a "misfit" in the international system and is what Terrill calls a "semiterrorist outfit." The author also argues that if malcontented minorities on China's periphery don't tear apart the Communist regime, then a faltering Chinese economy will. Communist repression limits what Terrill crudely describes as the "Chinese genius for business" and the people's "industriousness," and, he expects, will bring about a powerful backlash against the state. One symptom of the coming collapse identified by Terrill relates to a yawning gap in income among workers and the fact that 1% of Chinese owns 40% of the country's wealth. This is alarming, but hardly foreshadows the country's collapse when one considers the size of the economic gap in the U.S. Maps.

Superb Review of China's Government's Perceptions

Mr. Terrill, the Harvard scholar who is both the widely acclaimed biographer of Mao and his wife, the best-selling portrayer of China in his "800,000" and the writer of the fascinating "China In Our Time".
He has now written a swiftly readable yet authoritative book that provides vivid documentation to support its thesis that the Chinese government's view of its own internal empire over non-Han peoples (Tibet, the Uighurs of Turkestan, the Mongolians of Inner Mongolia) and exertion of its authority over the world outside - are of one piece - and entirely consistent with past Chinese empires.
The book is wonderfully instructive to American policymakers. It documents the Chinese government's ability (through its pretension to worldwide authority, its soaring military strength and its manipulation of the news - and therefore attitudes - for home consumption) to put western governments off balance in order to project its ethnocentric view of the world. The Cinese government is succeeding wildly in making its view of the world relative to the "Middle Kingdom" a reality.
Terrill's command of Chinese history is convicing. His recitation of the very different views by the Communist Party (before and after taking power) on the separate nationhood of Tibet, Mongolia, Turkestan Taiwan, was new to me.
Terrill's account of how the Chinese control their inner empire through ethnic cleaning - on a scale undreamt by Slobodan Milosevic - is, again, fascinating.
The book gives a far greater sense of the unreality of any "one China" status for Taiwan -- which was not part of China until 1884 - and then for a mere eleven years - and then for a mere four years in the 20th Century when the Kuomintang govened China.
Terrill convincingly shows that "there IS no Taiwan issue" - merely the desire by the Chinese govenment to seize it - a desire similar to its expressed long-term intentions to take Korea and Indochina because at one time in the last several thousand years, they too were subject to China's control.
Mr. Terrill's thesis is so well-documnted that those reviewers here who criticize the book seem to do so out of some misplaced emotion - Terrill has written a book about the Chinese government - not those of other countries past or present.
I highly recommend the book - you'll learn much and it's wonderfully written.

Well-informed analysis of China as a nation state

I majored in Asian Studies at Columbia in the 60's and took several graduate level courses on Chinese history. I am a bit over 200 pages into a careful reading of Terrill's book and find that I am in agreement with most of his conclusions. For instance for decades I have believed that the current communist party regime in China functioned as a new dynasty in all but name. Since there is no true democratic process in China, support for the government relies on consent of the people to be ruled by this one privileged group--the Chinese Communist Party. In China's earlier dynasties, the ruling group could rule as long as the Mandate of Heaven (political legitimacy) was operative. When the Mandate of Heaven expired due to corruption and incompetence at the center, typically the regions of the country would fall into rebellion one by one until the dynasty fell. The current regime is I believe subject to the same process, since the communist party operates as a dictatorship. Already there are signs of restiveness in the population. Every year there are countless local protests against corruption and heavy-handed rule by the party. The party has been put on warning, and in recent years there have been calls from the party leadership to root out corruption. But that doesn't appear to be happening at least anywhere near enough to satisfy the peoples' desire for redress. I have also believed for a long time that China's claim to rule over roughly half of its landmass is tenuous at best. Almost the entire north western part of China, including Tibet was for centuries effectively independent and not integrated into the Chinese core lands. The non-Chinese who live in these lands have not forgotten and will not forget that they were once independent, so we can expect more instability and more repression in those regions. Like Terrill I am doubtful that the communist regime is capable or willing to undertake the reforms that would bring China out of the dynastic cycle and equip it to operate as a nation among nations. That would require the party to allow full political expression by the Chinese people. That has never happened in Chinese history, and I don't see any real basis for it happening now.
