This book is studied I think during the Class 4 "course". It's on the Level 4 Checksheet, that is, and you would need to know what all comes before this Level 4, to appreciate this book.
Or, a reader would have to be versed in the Hubbard idea of the soul, and the soul's nature.
This book get's into the soul's nature, and the wavelengths of thought, nonsense theoretical mumbo jumbo. Not that Hubbard argues (he never writes any of his books to properly argue his points, he proclaims all his ideas in this isolated crank crackpot researcher's mentality) properly ever.
Don't expect rational argument laying out.
Expect crank crackpot explanation style presentation of Hubbard's "research."

ex Flag Course Supervisor 1977-1983, Routing Forms research 1983-1986, etc, etc, a whole long career until my final 7 years in the Sea Org thought reform camps--the RPF, I quit it all in 2003. It's all bogus crackpot nonsense, but Hubbard's books will be fodder for researchers who research the famous 20th century crank/crackpots someday.
