The age old question: who is the Doctor's best villian?

Ok Whovians. Let's get opinions from the forum. Who is the best, not MOST USED, villian? I have to go with The Master. Not the overacted, under written Master from John Simm's new series portrayal, but the original Master Roger Delgado. Delgado was the ultimate anthesis to the Doctor. He not only wanted to kill the Doctor but was more interested in doing evil for evil's sake. You can have the Daleks, Cybermen, Ice Warriors,etc. Trying to rule planets and even conquest of the Universe is pretty bad, but The Master would rather destroy the universe. This is truly a bad man. Between causing wars between races of different planets to calling up a real Daemon, he had nothing in his sites but chaos. With The Master around, the Doctor had no time to take those relaxing vacation to Peladon or Metabilis 3. The Master was the absolute most manipulative and, dare I say, devilish figure The Doctor has ever faced. If The Doctor is the ultimate good, The Master is absolutely the ultimate bad. Let's hear what the forum thinks about the best of the worst villians.

I think John Simm gets a bad rap and it's mainly because of his use in 'The End of Time' which was misguided from a plotting perspective.
Just judging him by 'Sound of Drums' I think he was excellent. I much preferred him to Anthony Ainley who was, mostly, a chortling too-far-over-the-top echo of Delgado. Simm showed that the Master could truly blend in when he needed to. We all know that the Master is nutty but both Delgado and Simm were better able to keep a lid on it when necessary.

I thought the Angels were terrifying in 'Blink', but lost their "ummpff" in 'The Time of Angels' & 'Flesh and Stone' - for all over best villain I have to say the Master is my man - Delgado, Jacobi, Simm & Ainley - being a huge Sherlock Holmes fan, I always enjoyed the Moriarty aspect the Master presented...
