So i guess the premise is that fans of these shows can write their own fiction using the characters and plots, and publish them for sale on Amazon....

There are people who write fan fiction who won't use it, but there are many who will.

To summarize:

Amazon licenses properties from the rightsholders for use in Kindle Worlds.

The rightsholder puts out guidelines (and there are broader guidelines as pornography, for example).

People write stories within the universe. One of the smartest moves Amazon did in this launch is to get well-known writers to do it (Barbara Freethy, a #1 New York Times bestselling novelist) has written a Pretty Little Liars piece.

The stories are sold (exclusively) through Kindle Worlds.

The author gets a royalty...but so does the rightsholder.

I think we are going to see many rightsholders jump on this. It creates a revenue stream for a property that might not otherwise have one (I can see a lot of older works which still have fandom where that would be true), heightens interest, doesn't create a problem with continuity (these will clearly be "non-canonical" works), and possibly helps them discover writers who could do official works.

Existing fanfic writers may choose not be involved because: they don't want to follow the guidelines; they don't like the licensing; and they don't want to turn a "fun hobby" into a commercial enterprise (it changes the personal dynamic).

Amazon said in there press release that john everson will be a commissioned author for " kindle worlds" anyone here what he will be writing?
