Not sure if it has a sim chip like a cell phone but it only works on the AT&T network for 4g (with a monthly data plan). The WiFi version doesn't require a monthly plan, but you will need to be near a wifi spot when accessing the internet.

You can read .pdf files - not sure if it is adobe reader or just native to the device.

All the other apps you can view in the Amazon App store - you would purchase (or get the free app) and put them on the device yourself.

I purchased the HDX with Verizon but was able to switch the sim to AT&T and added it to the new Family Share plan for $10/month. They obviously are not "locked" to one service.
