Check out The Labbitt Halsey Protocol. This is a new author, but very intelligently written. It is set in the Washington DC area with a smart, driven heroin dealing in the inner workings of government contracting. Interestingly, this story has a double edge to it as her primary motivation through the story is to save her genetically engineered son. A bit of conspiracy, power play, psychological twists and nihilism all woven into to a good story.

You should check out The Government: Dark Days by Joseph Storm. It has both action and heart, and presents a scenario in which America is taken over by democratically elected madmen from a newly created "Government party." It's definitely more in the fiction genre than non-fiction, though the characters are flawed and explained.
