Sure, he can really do that. Especially now that the Supreme Court has ruled that the Second Amendment confers a personal right to bear arms.

So let's see: Obama signs a decree outlawing gun ownership. NRA files a lawsuit. Ten minutes later there is a ruling that the decree is unconstitutional, and banning its enforcement.

Again, that's nice. It's too bad that none of those words are exact, one-to-one, perfectly homologous synonyms; they're similar concepts, yes, but they don't mean the same thing. The Senate will never come up with a 2/3rd vote to ratify it, but Obama will implement policies in the Executive Branch and claim he's "bound" by the provisions whether the Senate ratifies or not.

The progressive judges will agree with him. It it will be at least 18 months before the Supremes might get the case. And with an uncertain outcome.

Obama will be able to turn over gun ownership records to the UN agency, he'll be able to unilaterally impose administrative restrictions on ownership and purchase, which will take years to challenge in court.

Gun ownership and possession IS THE REAL ISSUE. Without that, Federal power will have no end, no limits, because the government has the guns, and who will stop Obama from ruling by decree, short of individual military units rebelling and staging a coup? (Who is to say the military government will treat gun ownership any different than the most anti-gun liberal?)
