EMTALA's provisions apply to all patients, and not just to Medicare patients.[4][5]
The cost of emergency care required by EMTALA is not directly covered by the federal government. Because of this, the law has been criticized by some as an unfunded mandate.[6]

The financial aid representative is dead wrong. Someone needs to chat with him. Obamacare is not insurance nor does it pay any bills. What "Obamacare" does provide is people living up to 400% of the poverty level subsides to buy PRIVATE insurance.

Insurance must be purchased by the individuals - there is absolutely no mechanism in the law that swoops in and takes care of medical bills.
