Probably. The Guidelines allow for foreign language content if "there is a clear connection to the product."

In the case of a book written in a foreign language their is a clear connection to the product, however, the entire review shouldn't be in another language. People on this sight may be purchasing the book for someone else and may not be able to read the other language. In addition, it makes it harder for the moderators to know if the review is appropriate.
