Yeah like Hound said, the first is totally skippable. It almost mirrors GTA3 story but the characters weren't as interesting. SR2 kicks it up and SR3 is a pure acid trip of awesome lol.

the first one is the only one i put alot of time into. i probably still have my save from when it first came out, but i never finished it.

the only reason i have it now is because i used a 20 dollar preorder credit to get the double pack. ive probably put an hour or so into 2, and same for the third.

As much as I loved Saints Row 3, I wish they had done better with the cheats. I loved running around as a giant or midget in the second game. It just looked so silly seeing guys get beat up by a tiny woman.

SR4 was already confirmed to be in development before SR3 was even released. Development was bolstered by the fact that the Enter the Dominatrix expansion was scrapped as a standalone title and added into SR4. The development cycle is about normal.
