I'm all for testing/licensing, just like with driving.
I don't think we need annual registration, as that's just a tax to help pay for other things. But a one-time registration for a nominal fee, for each weapon, wouldn't be a horrible idea either.

A course teaching muzzle awareness, basic marksmanship fundamentals, and backstop awareness would do nothing but good. The "backstop awareness" part is what a lot of people ignore. Bullets go through walls, and a lot of people seem to forget that. It's why I think shotguns are better for home defense, incidentally. Less penetration and therefore less chance of collateral damage in a residential area.

Joking aside, there needs to be certification for much more than just cars and guns. There should be a certification program any object, gas, liquid or solid that has the potential to cause harm.
In fact there needs to be a certification program for people that conspire in the creation of an individual, that may potentially misuse these objects to cause harm.

According to another study I saw recently (which, of course, I can't find now) shotguns, regular barrel and sawed off, account for the majority of the "other gun" homicides. Assault rifles accounted for less that 2% of all homicdes. I know Wiki is not always the best source, but it does match the other study. I'll try to locate that cite.

That was my take on it. I think videogame developers should release a statement blaming TV, then TV can blame movies and movies can blame the NRA. Why should we stand together when we can all fall together? :)
