No, you can not connect the weigand data lines in parallel, you must condition theses signals with a weigand splitter/combiner module.

This card reader is RFID type,and only can send wiegand 26 signal,hope it can do some favor for you!

I do not beleive so as this little unit has a wiegand interface and does not store any pin numbers on board, you would need a unit to read the input from this keypad that would then trigger the actuator as you have linked to.
