The current kindle paperwhites officially, and all voyage and, possibly, all oasis models unofficially support a basic read back (speech synthesis) functionality called voiceview for visually impaired people. This just requires some additional hardware and a bit of software installation:
1. A kindle audio adapter or a standard usb audio adapter and a OTG (on the go) micro usb to usb converter is/are needed.
2. The voice files for speech synthesis need to be installed (kindle paperwhite) or manually extracted and copied over to the device (kindle voyage and possibly oasis). For the current paperwhite device just follow the official instructions here:
https://www.amazon.com/gp/help/customer/display.html/?tag=mr060-20&ie=UTF8&nodeId=202006400

For the voyage and, possibly, oasis the voice files need to be extracted from the paperwhite installation package. The extracted voice files then need to be manually copied over to the Kindle device. Instructions can be found here: https://www.mobileread.com/forums/showthread.php?t=274007&page=13

I can assure that voiceview is functional on the two year old kindle voyage device I own because i just implemented that functionality using the audio files extracted from the installation package for the kindle paperwhite. see less

Answer:
It depends if the publisher has given permission for the book to have Text-to-Speech capability. This issue was one of the first that Amazon had to deal with 6-7 years ago. Here is a list of the devices that offer that feature plus suggestions of apps - https://www.amazon.com/gp/help/customer/display.html?nodeId=201286790

Answer:
Migration is easy. all will migrate to the cloud and you can then choose what to download to your Kindle. If you have, however, organized your library into categories it's another story. Rebuilding 300 books one by one is awfully cumbersome if feasible at all.
