It’s to shorten the hood. The hood when up actually covers your eyes.

So far it has been. What I like about it, is it is warm without the bulk. It is a great travel jacket, and can be rolled up pretty tightly to fit in your suitcase.

I can’t answer for sure but it’s mid weight, it’s heavier than a wind breaker because it’s lined. I love mine
