In this ambitious, challenging, yet superbly readable book, Jean-François Rischard first tells us what constitutes a "global" problem and then offers a brief overview of the twenty most important. He finds they all have two things in common: They're getting worse, not better, and the standard strategies for dealing with them, such as international treaties, are woefully inadequate to the task. The chief problem is that in our high-population, fast-moving, globalized and interconnected world, we don't have an effective way of addressing the problems that such a world creates. Our difficulties belong to the present and the future, but our means of solving them belong to the past.Rischard proposes a new institution for global governance that would be recognized and supported by governments but would function as extra-governmental bodies devoted to particular problems. The powers of these "global issues networks" would not be legal but normative: They would monitor compliance with various globally recognized standards and would single out the nations and organizations that were not co-operating. Anyone who has eaten a can of "dolphin-safe" tuna knows how powerful, in a market-driven world, the pressure to comply with such standards can be.No book has ever presented such a clear and unified appraisal of global problems or offered such a consistent and well-defined approach to solving them. About the Author

Jean-François Rischard is the World Bank's vice-president for Europe. He earned an MBA from Harvard and doctoral degrees in law and economics from universities in Europe, and brought several years of Wall Street experience to his work at the Bank, where he has held several posts in his ten-year career. He has been writing and speaking about global issues and the knowledge economy since 1993, giving hundreds of speeches on the topic. He lives in Paris, France.

    The book examines the processes and institutions we use to address global problems, such as global warming, water deficits, war, etc. Twenty problems are enumerated. The main theme running through the book is that our current institutions are not up to the task. Reasons are discussed including institutional inertia, information overload, etc. The author then proposes a Global Information Network that would work trans-nationally to address these issues.

    All well and good, but it is unfortunate that the author does not address sustainability vs consumption. Our current model is consumption: we mine, consume, then dispose of 'things' with the motto "Whoever makes it to the grave with the most toys wins." The author is correct in noting that our increase in world-wide population places additional stressors on this model. And, yes, if we were better organized, we could consume more with less war. But, as we are to the right of the 'peak oil' curve, this model has limits which we are rapidly approaching.

    Instead, if we shifted to a sustainability model, limits would disappear, including the twenty problems the author has identified.

    A book that transmits a global point of view on a series of problems that must be solved rapidly for the survival of the human race in terms of the economical and social welfare.

    This book is great for what it is, a comprehensive (in terms of the problems it discusses, not in the depth with which it treats each one) treatment of 20 problems facing humanity in the relatively near future. It also discusses obstacles to their solution and recommends ways to solve them. Not a reference book for someone writing a paper on any individual topic, but a great little handbook.

    Exceptional insights from the former vice-president of the World Bank. It presents a succinct and thoughtful perspective on the challenges we are facing...and...how we can solve them. ..and along the way highlights the need for different thinking and a different education for our young people if they are to solve these problems of the 21st century.

    This book is a very solid, creative and refreshing proposal for new ways to look at Global problems. He modestly proposes real solutions and processes. These ideas seem equally applicable at the regional and local level where institutional change can be slow but problems need a response without years of debates and institutional resistance.

    This book changed my life. It put me on totally new tracks. No book had ever hit me with the simple reasonable facts of the suicidal insanity being created by modern culture. I read J.F.'s book in 2007, five years after it was written, so the title was already wrong for me. We only had 15 Years to Solve Them...

    Now it is 2012. We have only 10 years to solve these problems, and not one of the 20 problems has been solved yet. Even though we created the problems, they are actually too big to solve. They are systems problems, cultural orientation problems. I faced the problems by personally changing my life.

    In 2007 I was so worried by what I read that I called up J. F. Rischard in Paris and asked him if Marion and Wolfgang and I could come from Germany and interview him. He said yes. This world-class consultant took two whole days to talk with us. What J.F. told us in Paris still inspires my work today. Now he spends most of his spare time talking with young people at schools.

    Before reading High Noon my problem was how to have a great life. While reading the book my heart got bigger, my ability to take responsibility expanded. My perspective shifted from how to have a great life to how to create a future for our grandchildren. It was a big shift. I hope you read this book too.

    OK, he wrote this back in 2002, but it is a still a worthwhile read. Another important point too: I almost didn't want to read this as one gets pretty tired and depressed knowing about the path we are on as a society/planet. But this is a surprisingly uplifting book with solutions that seem to be very well thought out.

    It might also be worthwhile noting the International Baccalaureate organization 'adopted' this book as a cornerstone/framework for it social responsibility initiative.

    Rischard addresses the top 20 Global Problems in a very top level and analytical view without entering into too much detail - in a cool and unemotional way. Those key problems are put into perspective, their interlinkages analysed and Ideas for Solutions put forward. I was very impressed and in fact moved by this excellent book from this very knowledgable and experienced author. Very recommended.
