Thomas Graham Jr. played a role in the negotiation of every major international arms control and non-proliferation agreement signed by the United States during the past thirty years. Ambassador Graham's distinguished public career was at the very center of U.S. efforts worldwide to create, strengthen, and sustain arms control and disarmament, during the Cold War and its initial aftermath. He made a major contribution to the security of the United States, particularly through his diplomatic adroitness and masterful drafting and negotiation of numerous treaties and international agreements. His absence (through retirement) has been keenly felt. This book shows why.
