Corruption is a worldwide phenomenon. Developing countries and those making a transition from socialism are particularly at risk. This book suggests how high levels of corruption limit investment and growth and lead to ineffective government. Corruption creates economic inefficiencies and inequities, but reforms are possible to reduce the material benefits from payoffs. Corruption is not just an economic problem, however; it is also intertwined with politics. Reform may require changes in both constitutional structures and the underlying relationship of the market and the state. Effective reform cannot occur unless both the international community and domestic political leaders support change.

A good approach to a complex problem

I’ve been looking for a book that focuses specifically in corruption and this is probably the best one I’ve seen. Corruption isn’t usually studied and described in a manner that can be understood by those who seek to limit and attack this problem. The examples provided by the author help identify possible corruption incentives and schemes that exist in other countries so it’s very useful to those who want to do research in this specific area.

Susan Rose-Ackerman is a leading researcher of political corruption and administrative law in U.S. and world societies.She is the Henry R. Luce Professor of Jurisprudence and co-director of the Center for Law, Economics, and Public Policy at Yale Law School. Her admirably simple and to-the-mark definition of corruption, "Misuse of public office for private or political gain" also indicates her attitude toward corruption. It may at times be better than alternatives (i.e.corrupt services may be better than no services at all) but for the most part the variants of corruption found in Democratic systems like patronage and clientilism are damaging to good governance and society.

In this book as well as other writings the author's style tends toward clarity, often using colloquialisms and reparting from the dense style often found in social science books Her conclusions also dissociate her from the increasingly accepting attitude of American media toward patronage systems and political power plays as normal or arguably valid political options. The book explores every aspect of corruption, its various forms and effects in different nations and circumstances, as well as reform. She notes that while corruption tends to promote a downward spiral toward greater abuse, clean government once achieved can be maintained for long periods.

The reason for my leaving off a fifth star is that the book does not bring in U.S. political history, that I find critical to place current trends and potentials for reform in context. It also does not provide detail relating to U.S. federal government operations.

Insightful but dry

Corruption and Government is at times an insightful analysis. Unfortunately, the insights are buried in what is an exceedingly dry presentation – dry even for a reader deeply interested in the subject. Rose-Ackerman offers an analytical overview of corruption from the view of an economist, and puts forward various prescriptions for combating corruption while acknowledging the need for different remedies in different contexts. Surprisingly, the book’s empirical material is mostly limited to references to the secondary literature and selected illustrative cases. Readers will not find in-depth case studies, comparisons, or quantitative evidence; rather, the book is primarily an analytic exposition of the causes and consequences of corruption, without rigorous empirical testing of hypotheses.

Also, although the book conceives of corruption fairly broadly as “the misuse of public power for private gain” (p. 91), the focus in much of the book is on bribes paid to public officials and bureaucrats – rather than, say, on forms of corruption such as embezzlement.

While Corruption and Government offers a number of insights, it is a difficult book to get through and would have benefitted from a clearer organizational structure. This is no doubt a must-read for serious scholars of corruption, but it is not pleasure reading for the casual reader interested in the subject.
