The book shows why top-down national level policy-making on climate change mitigation will invariably miss many of the key issues at local levels. By selecting 4 study areas in different parts of the United States, the researchers test the applicability of protocols, methods and standards for analyzing and implementing climate change mitigation policy. Each local situation has its particularities that do not easily fit in standardized approaches. National policy must be developed and based on a collection of local experiences and situations. The book highlights the impracticality of a one-size-fits-all climate policy.
