The transfer and accumulation of major conventional weapons is a key issue for international security. Currently, the United Nations Register of Conventional Arms is the only global security regime dealing with this issue. Established after the Gulf War, it aims to promote conventional arms transparency in order to help to prevent establishing arms build-ups, reduce unnecessary suspicions, and promote regional security-building measures. This book provides the first detailed examination of the experience of the Register after two years of operation. In that period, the Register demonstrated its potential importance, but also the severe challenges of establishing an effective global conventional arms transparency regime.
