This revealing study examines the important, but little known, involvement of employers' and workers' organizations, academics, professionals, and experts in developing and reforming public policy. About the Author

Emmanuel Reynaud is Chief of the Planning, Development and Standards Branch of the Social Security Department of the ILO. He has conducted research on pension issues and on recent reforms in industrialized countries, and is the author of a number of books and articles on the subject.
