In the 4th edition (after Sabine had passed away) the editor Thomas Landon Thorson completely rewrote the chapter on Communism, included Chinese Communism and added a new chapter on the evolution of Man and political theory. These and other changes were the editor's prerogative, but is not the thinking of Sabine.
Sabine speaks to the reader as an equal and makes no concession to those who might not be up to the mark intellectually. This is a high standard, indeed and is acknowledged when many students keep their copy of Sabine's history in their personal library. Although this book is a monument of learned refinement to political theories, the prerequisite is a grounding in basics, such as one might acquire from Wikipedia or the academic Stanford Encyclopedia of Philosophy, accessible on the Internet. Although this classic is not best served as a learning text at the beginning level, it is an exhilarating ride in the intellectual realm.
It is not only a comprehensive reference, it is also a great read, and I thoroughly recommend it to anyone interested in this subject.
