SO, I am NOT handy by any means. Within 10 minutes, I had the old ballast removed and the new one installed. I used a ladder, a knife (to cut the wire cover), a phillips head screwdriver, and an electric current pen thing. I bought the electricity detecting tool on Amazon for less than $12.
The majority of my time was spent trying to find which switch to flip on the circuit panel.
I did it by myself and it was super easy. This is far cheaper than in stores and my light works better than it ever has.
