I bought the book after listening to Coast to Coast. I am still reading it and was particularly interested in the Chip issue. The author is accurate, as is J. Reed; however, the link J.Reed accessed the information is not the direct source. Below please look for your selves at the following link (copy and paste in) and then click on H.R. 3200 as copied below. Go to page 1000, line 9 and read through page 1007 line 3. I'm not a paralegal; however, I find the content quite compelling and indicative of providing the threshold of chipping individuals. I look forward to the skeptics' assessment of the stated content. It is in black and white, read it for yourself. The book is one of the best reads I have had in a while.
